CBC Forum: How should Canada deal with the Syrian refugee backlog?

Some government-sponsored refugees from Syria are being put up in hotels as settlement agencies struggle to find homes for them in Toronto, Ottawa, Halifax and Vancouver. Private sponsors and church groups say they're willing to help, and some refugees will be diverted to less populated centres in New Brunswick, Quebec and Saskatchewan. What do you think is the best approach to dealing with the refugee backlog?
