Perrin says Harper took the position that residence = property: the constitution says a senator must own at least $4,000 in property in the province and that the senator must be resident there. Perrin says he was taken aback by that position. "It seemed untenable."

There were to be no inquiries into income tax payment or anything else after that Harper decision.

Perrin says he was made aware by Wright this question of residency was an impediment to Duffy voluntarily repaying his expenses. He assumed that meant Duffy would be repaying his own expenses.

Maybe I should have typed that as "help" from PMO.

Perrin got an email from Payne on Feb. 21, 2013. She was asking for the media lines Wright had promised Duffy the day before. Perrin then suggested PMO share the draft "products," meaning media lines. The Crown asks Perrin to explain what he means by products, which makes me think of Susan Delacourt's book, Shopping for Votes. It explains how *responses to questions* became "products."

Perrin says at some point Payne has the lines, and they discuss changes she insisted be made.

Wright wanted Lecce to tell Duffy that Friday without CTV was better than Sunday or Monday with CTV. Wright also told Lecce to "reach out to any Conservative pundits who will be on Sunday panel shows to make sure they saw the 'senior government sources' line."

Perrin says he was very surprised when he got Payne's email because it was "not at all consistent" with their conversations up to that point.

Duffy also demanded written acknowledgement that he met and always has met all requirements to sit as senator from PEI and that, if the rules were rewritten to let senators make the claims that Duffy had been making, that he would be allowed to take advantage.

Payne and Duffy wanted internal economy to confirm Duffy had been withdrawn from the Deloitte review and assure him his expenses were "fully in order," and wouldn't take any further review.

Crown asks about "agreed media lines." Perrin says that isn't the communication support he'd referred to earlier - he had meant support on a statement for Duffy to deliver. Here, Payne was asking that PMO agree with her on what the senators on internal economy and other senators would say.
