Perrin says Harper took the position that residence = property: the constitution says a senator must own at least $4,000 in property in the province and that the senator must be resident there. Perrin says he was taken aback by that position. "It seemed untenable."

Perrin thinks he got a briefing from Woodcock on the issue. He says he was told there were concerns raised about Duffy's housing allowance, that he was referred to an audit to look at whether he should have been getting expenses for his Kanata home, and that PMO was hoping Duffy would voluntarily repay, and that if he did, as a member of caucus he'd get communications help from PMO.

Perrin got an email from Payne on Feb. 21, 2013. She was asking for the media lines Wright had promised Duffy the day before. Perrin then suggested PMO share the draft "products," meaning media lines. The Crown asks Perrin to explain what he means by products, which makes me think of Susan Delacourt's book, Shopping for Votes. It explains how *responses to questions* became "products."

Feb. 21 revised statement from Woodcock, including Duffy's revisions to add "PEI-isms" and "down-home Mike Duffy." Wright responds that Duffy is ready to go the next day, Friday. But Duffy wants to do CTV (the network for which he worked most recently) but CTV didn't have a camera available in PEI on Friday.
